Rebbe of the Wielepole/Vyelipol Chassidim in Flatbush, New York. Married to Shayna Gitel, daughter of Rabbi Levi Yitzchak Horowitz of Boston (the Bostoner Rebbe). Shayna Gitel was a second cousin of Yosef Chaim since the wife of the Bostoner Reb be was Rachil, a daughter of Rachma Mirel nee Horowitz, who was a sister of Rabbi Yosef Chaim Frankel.
Yosef married Shayna Gitel Horowitz, daughter of Levi Yitzchak HaLevi (Bostoner Rebbe) Horowitz and Unknown.
